Q: How complex is "1099ing" today?

Racketeering:  (As defined by Merriam-Websters) "A pattern of illegal activity that is carried out in furtherance of an enterprise  which is owned or controlled by those engaged in such activity".  "1099ing" schemes involve multi-million dollar companies (sometimes phony companies) and hundreds of people.  They are complex, organized schemes that defraud local, state and federal government of much needed tax dollars, as well as workers' compensation and unemployment insurance premiums.  As the problem grows, so does the scope of illegal activity as well as the complexity and sophistication of employer fraud.
