
Is This a “Community” Bank?
The choice of a subcontractor for the
construction of the new Heritage Bank/ Office Building being built at 3024 S.W.
Wanamaker tells the story of how proud Heritage Bank is to be a “community”
bank.
Rinner
Construction, a general contractor, was hired to build the new Heritage Bank
facility in Topeka. Rinner Construction hired Hi Tech Interiors to perform the
metal stud and drywall work. Hi Tech Interiors, in turn, subcontracts some of
the work to other subcontractors, some of whom are known to have
misclassified their employees by calling them independent contractors. By
misclassifying their employees, these subcontractors avoid paying state and
federal taxes, unemployment insurance, and workman’s compensation insurance.
These misclassifying subcontractors have also been known to cheat workers out of
overtime pay, and they provide little if anything in the way of health or
retirement benefits.
By using
these unscrupulous subcontractors, Rinner Construction and Heritage Bank are
forcing the community to shoulder the burden for these unpaid taxes.
